Digitising Data for Statistics Jersey

When Statistics Jersey approached The Summit, their price data collection process hadn’t changed in years. Each quarter, teams of part-time collectors would set out with paper spreadsheets in hand, recording item prices across shops before returning them to the office. It was a slow, analysis had to wait until sheets came back, and analysts then spent up to a week manually re-entering everything into the system.
The result was inefficiency at every stage — wasted time, inconsistent data, and no visibility until the very end of the process.
The Approach
Our goal was simple: replace the paperwork with a modern, digital solution that was easy to use, even for collectors with limited technical experience. Off-the-shelf apps were considered, but none provided the right balance of simplicity and flexibility, so we designed and built a bespoke platform.
Collectors now use a lightweight mobile app on their devices to record prices directly at the point of collection. Recognising that many stores lose signal at the back, the system was designed to work seamlessly offline, automatically syncing data once a connection is restored. Errors that once meant starting over on paper can now be corrected instantly, and new items can be added on the spot without waiting for office staff to update master lists.
On the analyst side, we developed a companion application connected to the same live data source. Analysts can define what needs to be collected, track progress in real time, and review results as they come in. Built-in tools simplify quality checks and automate the task of comparing this year’s data against last year’s, replacing the complex Excel workflows that previously lived in spreadsheets.
The Outcome
The impact was immediate. Wasted time from manual data entry has been eliminated, while the overall analysis phase has been cut almost in half. Analysts now have visibility of collections as they happen, meaning mistakes can be flagged and corrected the next day instead of weeks later.
For the collectors themselves, the transition was far smoother than expected. Many were initially apprehensive about moving from paper to digital, but the intuitive design of the app made adoption easy. In fact, most have embraced the technology enthusiastically, appreciating how much quicker and cleaner the process has become.
For Statistics Jersey, the project has delivered a faster, more accurate and more transparent system from end to end. What was once a slow, manual operation is now a fully digitised workflow that saves time, reduces errors and enables better decision-making.
